Yep. That is impeachable conduct. Will it happen? Not likely. Especially if the GOP gains control in the House. Instead, some legal minds need to come up with formal motions for disqualification on a constant (but applicable) basis as forming part of the legal evidentiary standard of actual bias or prejudice. The first 10 or so may fail, but the 11th may gain some traction. And for every one there will be pressure to explain...and folks with unlimited power hate to explain.
